As two men, who were also waiting, were having a conversation and vaping, the smothering odor of strawberry-banana and blueberries began to permeate the air. Not only did it make my nose itch, causing me to sneeze uncontrollably, but I began to feel nauseous from the intoxicating scent. Act 19 states: In a report issued this month on workplace tobacco policies, the National Institute for Occupational Safety and Health warns about the secondhand exposure to nicotine from e-cigarettes. Nicotine is addictive and toxic and harmful even at low doses. It is an acute irritant and capable of causing headache and nausea. For pregnant women, nicotine can transfer to and harm the developing fetus. As reported by Hawaii News Now, the Hina Mauka drug treatment facility in K neohe helps more than 2,500 people annually and is seeing a growing number of patients who report they were vaping methamphetamine and other dangerous drugs. According to Alan Johnson, president and CEO of the facility, almost any drug that can be turned into a liquid can be vaped.

Officials began Monday implementing a ban on smoking at all indoor and outdoor areas on the University of Hawaii at Manoa campus, including inside privately-owned vehicles on campus. In addition, a "courtesy zone" along the sidewalk perimeters of campus areas is established to help prevent tobacco smoke blow back into campus areas. Officials had initially planned to implement the ban July 1, but chose to utilize the time before the start of fall semester to make sure all signage and notification was complete. The use of tobacco products including electronic smoking devices (ESD) such as e-cigarettes are prohibited at all state universities and community colleges across Hawaii. The same restrictions are in place for public K-12 schools.

Then the Committee on Ways and Means dredged up the original language of the bill and tacked it back on. The result was a Frankenbill made up of parts of different bills stitched together.

The ban is to protect kids, said Naeole-Beason, who has often credited her children for helping her quit smoking.

With a cigar smoldering and the smoke wafting throughout, O'Toole's Irish Pub doesn't hide the fact it serves smokers.

"I'm okay with that. I'm not proud of it. I'm just okay with it. It's an economic reality," said Bill Comerford, President of E&J Lounge Operating Co. which runs O'Toole's, Kelley O'Neil's and the Irish Rose Saloon.

Three years ago the state passed the no smoking bill prohibiting smoking indoors and within 20 feet of an entrance. Yet Comerford allows smoking at all three of his bars because he says it's up to police to enforce the law, not him.

"I can't make an income without customers so it's not my business to throw customers out of my bar," said Comerford.

Comerford says he's still in compliance with law because he's placed the no smoking signs and stickers throughout his establishments and his employees advise the customers there is no smoking. But he also provides customers with an ash tray. So doesn't that send a mixed message?

"It may be sending a mixed message but I have a responsibility. I'm sure if the fire department came in and someone had a cigarette they would expect to have an ashtray," said Comerford. ...

Hawaii may ban smoking on Waikiki Beach

Hawaii lawmakers will consider a bill Tuesday that would prohibit lighting up cigarettes on world-famous Waikiki Beach.

State law already prohibits smoking in all enclosed and partially enclosed workplaces and public places, including restaurants and bars.

The law has been opposed by some bar and restaurant owners who say it has hurt business, although anti-tobacco groups say it has had the opposite effect.

House Bill 1509 would prohibit smoking on the beaches of Waikiki from the shore break to the sidewalk of private property lines.

Smokers who light up in a non-smoking hotel room in Hawai'i may may find themselves paying several hundred dollars more for the room cleanup.

Travel Hawaii, a Hawai'i-based Internet retailer, has set up a database -- www.travel-Hawaii.com/smoking.html -- that details the smoking policies of hotels throughout the state.

Travel Hawaii owner John Lindelow said his company updates the information as policies shift. "This is a rapidly changing area of hotel policy, so we make a lot of phone calls to stay on top of what the hotels are doing," he said.

So far, the top charge goes to Aqua Palms & Spa in Waikiki, with a $500 fee to clean a smoke-free room there.

In November of 2006, the state of Hawaii instituted a strict new smoking law. As a result, many Hawaii hotels declared all of their guest rooms to be smoke-free. This has been a boon to non-smokers, of course, who no longer have to enter a hotel room with that telltale odor of "smokers past" lingering in the air. However, smokers aren't happy with such policies, as they won't be able to stay at smoke-free hotels unless they stash their habit for the length of their stay, or only smoke "off premises" or in designated areas, which are usually outside any public area in the hotel, e.g. places like parking lots and other outside areas that are at least 20 feet from any doors or windows.

Some entire Hawaii hotel chains have declared all of their rooms to be smoke-free. These include:

* Outrigger and OHANA Hotels Hawaii

* ResortQuest Hotels Hawaii

* Marriott Resorts Hawaii


Hawaii advocates accepted the ANR 100% Smokefree Award of Excellence at the 2004 National Tobacco OR Health Conference in Boston.
