Justin Brumer

Justin Brumer has an extensive background working in public health at the local, state, and federal level. Having worked with a diversity of public health organizations in the nonprofit, consulting, and government sectors Justin has developed an array of grant management, policy analysis, and project management skills and experience.  Most recently, he has worked for organizations including AARP, the District of Columbia Department of Health (DC Health), and the California Department of Health Care Services (DHCS). With DC Health Justin was part of the Tobacco Control Program in which he worked extensively in grant management and tobacco control policy. While working in tobacco control Justin not only helped developed multiple requests for proposals (RFP), but he also oversaw a portfolio of grantees that focused on tobacco control initiatives inclusive of health communication, smokefree housing, tobacco cessation, and mental health support. Additionally, Justin’s tobacco control experience allowed him to work with public and private sector partners to enhance tobacco control programs and policies to help improve public health. Justin has continued his government work with DHCS in providing legislative analysis on local, state, and federal analysis on issues pertaining to mental health, homelessness, and substance abuse to strengthen California public health.

During the start of his tenure as ANR Foundation’s new Project Coordinator in April 2021 Justin has been tasked with numerous responsibilities that support the identification and development of grant proposals. As part of his role with ANR Foundation Justin has also researched and developed resources for grant funding, authored external communication seeking fundraising support, and support foundation coordination efforts to ensure foundation priorities are fulfilled.  In addition, Justin contributes to the development of knowledge management systems like Asana and other project management tracking systems that help to ensure ANR Foundation project timelines are met and achieved.

Beyond his professional background Justin earned a Bachelor’s Degree for Political Science from the University of California, San Diego and a Master of Public Administration Degree from American University.
