Implementing policies that substantially limit or eliminate commercial tobacco use in tribally-controlled spaces is an effective way of reducing the health risks associated with secondhand smoke exposure.

ANR Foundation remains steadfast in its commitment to support Tribes enact unique, community-driven smokefree policy. In recent years, we provided support to our Tribal partners in the Navajo Nation to successfully pass the “Air is Life” comprehensive smokefree policy and cofounded “Reclaim Sacred Tobacco”—an online coalition comprised of partners dedicated to reversing the impact of commercial tobacco in Tribal communities

As states and local municipal governments move toward securing smokefree public spaces for their citizens, smokefree polices are becoming a global trend. Tribal governments are unequivocally committed to protecting those individuals residing, working, or visiting sovereign Tribal lands as well. ANR Foundation and Reclaim Sacred Tobacco understands support to Tribal communities must be rooted in relationship building, partnerships, and a willingness to learn specific community needs.

Reclaim Sacred Tobacco

Reclaim Sacred Tobacco (RST) is a Tribal-led initiative that restores the sacred role of tobacco while addressing the harms of commercial use. The American Nonsmokers’ Rights (ANR) Foundation strengthens this work by serving as a conduit, linking Tribes to resources, funding, and networks that amplify sovereignty-driven solutions. ANR does not impose policy. Instead, it provides the infrastructure, support, and national connections that allow Tribes to lead.

Why This Matters

Sovereignty First: Solutions in Indian Country must come from Tribal leadership. ANR Foundation’s role is to ensure Tribes have the tools and connections to advance their own vision.

Bridging Gaps: Many Tribes lack access to sustained funding, technical assistance, and national advocacy platforms. ANR Foundation fills this gap without replacing or overshadowing Tribal leadership.

Cultural Survival and Health Equity: RST isn’t just about reducing tobacco-related illness. It’s about reclaiming sacred practices, protecting future generations, and strengthening sovereignty.

ANR Foundation has successfully connected Tribes to national funding opportunities and philanthropic partners, reducing competition and ensuring equitable access.

ANR Foundation provides technical assistance (policy drafting, communications, research) tailored to Tribal contexts, always under the direction of Tribal leadership.

ANR Foundation helps avoid duplication of efforts by coordinating across networks and ensuring Tribes are not approaching the same funder at the same time.
